Members are industry partners, philanthropists and community leaders. As leaders in their respective professions and communities, council members share their experiences, ideas and resources to help guide student affairs programs and services.

Tim Kaplan, Chair

For 20 years, Timothy Kaplan worked as a police officer for the city of Berkeley, California. He spent the majority of his police career in the patrol division while also serving in additional support roles, including field training officer and crisis negotiator team leader, before retiring in 2016. In 2018, he co-founded Blue Resilience, a training and consulting firm committed to teaching members of the law enforcement community about stress resilience and wellness. Kaplan graduated from Oregon State in 1995 with a Bachelor of Arts in Sociology.

Penny Atkins

Penny Atkins is the owner, founder and principal for two companies: Alta Consulting LLC, financial and operations consulting and Alta Land LLC, rental and agricultural real estate. Atkins started her career in public accounting and subsequently worked for a successful NASDAQ technology start-up where she held many positions including CFO and COO. She is a member of the OSU Foundation Board. Atkins also served on the OSU Alumni Association Board from 2003 to 2013, including a term as president. In 2014, she was honored with OSUAA’s Jean & CH “Scram” Graham Leadership award. Atkins earned her bachelors in business administration from OSU in 1979.

Ruth Beyer

Ruth Beyer is senior vice president and general counsel for Precision Castparts Corp. Beyer was selected by her peers for inclusion in the Best Lawyers in America in 2005 and as an Oregon Super Lawyer in 2006. She received the James B. Castles Leadership Award from the Oregon State Bar in 2008. Beyer previously served as a trustee for the Oregon State University Foundation and the chair of the OSU Honors College Board of Regents; she is also a co-founder of the OSU Women’s Giving Circle. A 1977 graduate of the OSU Honors Program, Beyer holds a bachelor’s degree in political science. She earned a Juris Doctor from the University of Notre Dame.

Mar'quis Bryant-Morgan

Mar'quis Bryant-Morgan '21, who earned a Bachelor of Science in Nuclear Engineering from Oregon State, is currently employed at Mission Technologies, a division of Huntington Ingalls Industries. He has spent time as a naval aircraft carrier test engineer and project manager within the submarine fleet support, both supporting the U.S. Naval Nuclear Program. During his time at OSU, Bryant-Morgan engaged in many activities and leadership roles, including joining the Black Student Union; co-founding the Distinguished Scholars Initiative; serving as treasurer and then president for the National Society of Black Engineers; and participating in the Engineering Student Council as the vice president of development. In the midst of the COVID-19 pandemic, he founded the Bryant-Morgan Scholarship at OSU to support Black students as they navigate their collegiate aspirations. 

Robert Byrne

Robert Byrne applied his skills and expertise as an executive account manager for 29 years at NCR Corporation, where he was responsible for major retail accounts. NCR uses digital solutions to support business transactions for restaurants, retailers and banks. Byrne earned both an undergraduate degree in business and a Master of Business Administration from Oregon State University.

“College students today face pressure and insecurity on many fronts including financial and emotional. The university must provide assistance to these students so that they feel motivated and able to pursue their academic and social goals.”

Gayle Fitzpatrick

Gayle Fitzpatrick holds a position on the board for the Oregon State University Fraternity and Sorority Alumni and Friends Group while also serving as the vice president of global technical support for New Relic, Inc. Her vast experience in business administration is reflected by her accolades as a recipient of the OSUAA Alumni Fellow award and the College of Business (COB) Distinguished Business Professional Award. Along with past service as an OSU Foundation trustee, Fitzpatrick now serves on the COB Dean’s Council of Excellence. Fitzpatrick earned a bachelor’s degree in business from Oregon State and a master’s degree in computer science from UC Davis.

 

Elise McClure

Elise McClure is a former finance executive who worked at Starbucks Corporation for 17 years. During her time at Starbucks, McClure built a tax and customs department focused on tax compliance and planning for the company, which grew from 150 stores to 16,000 stores with  revenue in excess of $10 billion. She has been an active member of  her community serving as an OSU Foundation trustee and on a number of boards. McClure has also been involved with the College of Business Dean’s Council of Excellence and the  Women’s Giving Circle at Oregon State. McClure earned an undergraduate degree in business from OSU and a J.D. from Willamette University.

David Trinidad

David Trinidad is a recent graduate of the College Student Services Administration master's program at Oregon State University. In 2020, Trinidad earned a bachelor's degree from OSU in human development and family sciences with minors in education and Spanish. While a graduate student, Trinidad worked to support underrepresented students as a scholar and student mentor in the OSU College Assistance Migrant Program (CAMP) and as a diversity tour ambassador and coordinator in the Welcome Center. Additionally, Trinidad served as a graduate assistant for the Dreaming Beyond Borders Center. He has also engaged in leadership conferences such as the United States Hispanic Leadership Institute.

"What caught my attention about SALC is how they seek to understand the student experience and use that to look at ways to continue providing and improving resources to promote student success."
